2008 ADULT BASEBALL
LEAGUE RULES AND REGULATIONS
Rules: All games will be governed by the 2007 official Baseball rules and special Departmental rules and regulations of this league. These rules can be modified as needed.
Equipment: The city of Reno will provide two(2) new baseballs and two (2) used for each game. Each team must have others on hand so as not to delay the game in the event of lost balls. Acceptable balls:
A) Diamond D1-NFHS
B) Wilson A1010
C) Rawlings R200-NFHS
Lineups: Line up cards with the correct spelling of first and last name to the press box. All changes must be reported to the press box, failure to do so will result in that batter being an automatic out.
Eligibility: A player eligible to play in this league must be at least 18 years of age. All players must have a photo ID with them at the field. Any protested player has to produce a photo ID to the umpire or league president. If he cannot produce one, this will be a protestable item. Even if he has a photo ID he can be protested if the team believes he is not on their roster. Only 1 player may be protested per team. The eligibility may be protested at any time during the game. A player may be added to a team prior to the start of the game. Any player who plays with more than one team in the league will become ineligible and forfeit his right to play in the league for the remainder of the season. Players can join a new team if their current team folds during the season. The said player must play at least one game with new team, while still having met the 6 game min. to be able to participate in the post season.
Registration: All players must have a PLAYER AGREEMENT form on file with the league and player fees must be paid in full to be eligible to participate in the league. Managers are responsible for making sure league president has PLAYER AGREEMENT form on file.
Roster Additions: Rostor Additions must occur prior to any game that new player is to participate.Maximum of (2) players can be added per week. $10.00 dollar fee per player to be paid prior to playing said game. Player must sign PLAYER AGREEMENT form prior to playing in any game, located in the press box.
Conduct: The league will be governed by are "player code of conduct." It is the team managers responsibility to set an example of sportsmanship and fair play. As a team manager, you are responsible for the conduct of your players and spectators before, during and after the game.
Protest: All protest must be made in writing and filed in our office within 24 hours after a protested game. If the following day is a holiday, the time limit will not expire until the day after the holiday. Any protest filed after the 24 hour period will not be accepted. A protest based upon the misinterpretation of a plain rule will be filed by the manager of the team following such play. No protest will be permitted on the judgment decision of an umpire.A $20 protest fee must be deposited with all protest If the protest is found valid the money will be refunded. If the protest is not valid, the money will be forfeited. Highly technical protest and those, which have no, effect on subsequent play of the final results will not be accepted.
Forfeits: Team failing to appear with at least 9 players at game time will be allowed to start with 8 players. Teams must finish with 9 players. If team fails to have ninth player by the fifth inning the game will end in a forfeit. The only exception to this rule: You can start with 9 and finish with 8 only if an injury occurs. (confirmed by the umpire).
DH: 1)If a team wishes to use a DH, one must be entered on the original   lineup card.
2)The DH can hit for any defensive player.
3)The DH can be entered into any position in the batting order.
4)The DH may enter the game defensively, but you lose the DH.
5)If the DH is pinch hit for, the pinch hitter becomes the new DH.
6)If the defensive only player hits for the DH, the DH will be eliminated   and may not re-enter the game.
7)A pitcher to start the game only can be reported as a p/DH. They can flip flop during the game using this option.
8)A team may have more than one DH's
EH: All teams may use 1 or more Extra Hitters. 10 or more players may be listed on a lineup card. If a team drops to less players do to injury, the game will continue with no penalty. If a team drops to less players due to ejection, that spot in the lineup will be an out. Teams may not add an EH after the game has started. An EH may not enter on defense unless there is a confirmed injury.
Non Runner/ Courtest Runner: A non runner is a player you feel would be better suited off the bases due to injury, speed or is a catcher. (2) Two non runners can be used per game. Your catcher can use a courtesy runner to speed up the game and this will not count as a non runner. There has to be at least (1) one out. Your non runners can be either a player from the bench that's not in the game or the previous out. Must let umpire now before the game.
Re-Entry: Any starting players, excluding the DH, may be substituted and re-enter once, provided the player occupies the same batting position in the lineup. The starting player and the sub may not be in lineup at the same time. If a manager removes a sub from the game and re-enters the same sub later in the game, this is considered an illegal re-entry.
Uniforms: All teams must be in uniform, consisting of a shirt with numbers and Baseball pants (No sweat pants or shorts) All uniforms must be of similar or like color and have a number on the front, back or sleeve. All teams must be in uniform by the 3rd regular season game. Sleeveless jerseys must have an under garment underneath. A team will be penalized one run for every player who starts or enters the game without proper uniform beginning with the 4th regular season game.
Game Times: Sunday game times to be announced. Monday night games will start at 6:30pm. (game times subject to change)
Time Limits: Time limit for the games will be 2hrs. and 45 min. or 9 innings, which ever comes first. No new inning will start after the 2hr-45min. time. If a game is tied after the time limit or 9 innings the teams will be allowed one extra inning to break the tie, if the tie is not broken the game will end as is. If teams have identical records at the end of the season and a tie breaker is needed, it will be first based on each teams record against teams rated higher than them, or by runs scored. Managers are responsible for keeping track of the time. (2:45) The press box is the official clock.
Bench Rules: All players not in the game are encouraged to remain in the dugout. The only players allowed out of the dugout are the nine defensive players, the batter and on deck batter, and the 1st and 3rd base coaches. All equipment is to remain in the dugout for safety purposes. The umpires will be enforcing this rule per "Major League Rule 3.17"
